740 Reassembly of timing belt. 700

I have gotten the timing belt off of my 1987 740 that i am working on. The old belt was frayed about 4-6 inches, the teeth were missing. The cam gear and intermediate gears were engaging the belt but the crank was not. How do i make sure everything is lined up correctly now. If put number one on TDC and line up the cam marks with the cover should that be correct???? OR should i just line everyting up to the marks???
