TOO MUCH VACUMN ADVANCE?? '84 244 Ti 200 1984

While diagnosing a poor running (hesitation, cutting out under load) B21T, my general mechanic (chevy trained), noticed that with the vacumn line off the distributor (we were checking timing) the advance went way off the index of the timing belt cover. Is this normal? The motor actually runs a bit better without the vac line connected (and plugged). He maintains I should get a different distributor. Help, this is son's car and he needs it for college. Any ideas????? clock shows 147K.
