strip of padding inside engine bay on firewall 200

So, on my '90 240 DL and many others I've seen, there is a strip of padding on the firewall, on the same place that strut to firewall braces might bolt, going the entire length of the firewall (horizontally).

Mine is peeling off in places, etc...and I was just wondering as of to its secret purpose. Can I just remove it, or should I buy a replacement?
