Testing in tank fuel pump 700

Is there a safe way to bench test the in tank fuel pump(my understanding is that it must be immersed in gas to prevent arcing/fire)? I get 12v all the way back to the connector in the left rear well, but the new in tank pump is still unresponsive. Fuel guage works fine though.
