horsepower differences between B21 and B23 engines? 200

I bought my teenage daughter an 86 240 sedan which has the B23 engine and the 4spd with OD transmission. I liked the car so much I bought myself a 79 245 with the B21 engine (again with the 4spd/OD transmission). There is a world of difference in the quickness of the two cars. I have to admit I'm a little dissappointed. What are some of the least expensive upgrades/changes a person can do to the B21?
