CIS motor high idle on B21FT 200 1983

Seems I like have had a spate of troubleshooting this car recently. I've exhausted checking reading the archives on this particular problem, so this post. Vehicle is a 83 244 turbo, so has K-jet CIS system. The wiring harness is upgraded. I've been having sporadic problems starting up, having to turn the engine over a couple times to get it to start without stalling. Plus, the car was surging occasionally on idle. Today, the surging was worse than usual; idle was high, about 1400 +/- on instrument panel tach. I removed the CIS motor and cleaned it out with carb cleaner. That seemed to have done some good. No surging so far. I can hear a whirring sound from the CIS motor with my tygon tubing stethoscope, so it seems the motor is turning. But the idle is still about 1400 in park or neutral; drops to about 1000 when in gear. Could the CIS motor still be bad; this is a 20 year old car. So, where to head next? Go ahead and replace the CIS motor to see if that is the problem after all. The idle mixture adjustment, base idle adustment ala Bentley? Or to other sensors/switches such as thermo time switch/start injector? I will have another week to think about things, get parts, etc., until I have time again next weekend. By the way, this is my daily car.
