Okay, put on a new pump, tightened the bolts and nuts to 16 ft-lbs., one of the threaded studs broke off... must be a faulty torque wrench- seemed like it was WAY too tight, even though I tightened in 1/4 turn increments after pushing up on the pump.

Do I need to replace the paper gasket? Is the pump warped from putting it on too tight?
