still mysterious vacuum problem - HELP! 140-160 1969

Hello all,
In continuation of my earlier post, still got a vacuum problem upon starting the 164, hard-starting and uneven idle. To answer Rhys: Hi Rhys.
All valves and springs checked and rechecked fine. Please keep suggesting.
To answer Yellowbricktoad: timing gear's been doublechecked too. Everything was fine. Appreciate any more suggestions.

Since the vacuum problem is only evident when starting or idling, would a downdraft Weber eliminate the problem? I'm beginning to think "work-around" is my only out of this.
