Hunting Idle 900 1993

Hello Folks...

My '93 940 NA Regina's hunting idle will not go away. I've searched for vacuum leaks and can't find any. I've cleaned the throttle body and idle control valve. I've changed out the flame trap. I've changed out a bad O2 sensor. I've set the TPS. I've replaced the plugs and wires (not the cap/rotor). I've cleaned electrical connections. The car checks out fine with the OBD. Is there anything else I should do?

The engine doesn't hunt all the time. It will hunt hot or cold. If it's in park and I rev to about 2000 rpm, it will idle between 1500 and 2000. It won't drop below 1500 unless I put it in gear. If i just start it and don't rev, it usually hunts right after I put it in gear. The car has no hestiatation when under load.
