Smog test / oil consumption 140-160 1974

I went to the DMV a week ago and was told my car needs to pass a smog test to be licensed in the metro Phoenix area. This requirement goes all the way back to 1966. I'll do the tune-up and check the EGR system, but I'm a bit worried that my engine burns a quart of oil for every 7-800 miles. I suspect this will show up on the emissions readings. Do you know of anything I can do short of an engine overhaul? I'm guessing the oil leak is through the valve guides. There is no oil dripping from the engine.
