What's up with California Catalytic Converters? 700 1992

I am trying to find a replacement cat for my '92 740 turbo. Many of the aftermarket cats are not Cal. legal. What is this all about. I found on page talking about OBDII systems that measure the cat performance, but these systems are on '96 and up cars.

Can I buy a aftermarket cat for my car, or do I need one that is Cal. legal (a lot more $$). I need a system with EGR.

Anyone out there had the same issue? If so, who did you buy from and how much.

Any insight would be great.
