Odometer not working, even with new gear installed. 200 1989

I installed a new odometer gear in the instrument cluster, but the odometer still isn't working. The old gear looks and feels ok, so I'm thinking it's not a gear problem. Speedometer works fine.
Could it be the odometer motor? Anyway to test or should I search for a cluster?
