Repairing Engine Cover/Splash Pan 200 1984

I'm looking for a replacement plastic engine cover/splash pan. When I find the rare splash pan at the junkyard, it's either is missing or has giant holes around the area to install the 10 mm head bolts. Is there a way to fix the large holes/tears in the holes that allow the bolts to pass?
