check engine light / diagnostic box 900

on my 91 940 GLE there is what I'll call a diagnostic box in the engine compartment with LED's where you can check for fault codes. Just curious, but will a fault code always result in the check engine light coming on, and can the check engine light come on and there not be a fault code?

Just wondering.
