foglights on euro 940 900 1994

Yeah, i just picked up this 944T, and noticed the nicer all glass lamps. The problem is that i think that the relay that controls the fogs and the low/high beams is messed up. When i have the low beams on, i cant turn on the fogs. But when i switch to high beams the fogs light up. I know this is backwards but how is that possible? I also notice that when the fogs light up, there is an empty space above (in the glass) that is not used. Is that supposed to be that way? Thanks for any help you can give.
