240 DL Rotted Rear Bumper 200 1989

My rear bumper fell off. I read somewhere on Brickboard about putting it back on myself but I don't understand the instructions, and I'm not quite that handy. The local garage wants $200. to replace it. It's Christmas and I don't have the money to replace it, but my inspection sticker is up this month! HELP! Is there an easier way to get it back on?
