Brake Lights not working 700 1990

Hi All -
I've got a 90 740 turbo wagon. The brake lights aren't coming on. The bulbs and fuse are good, the brake pedal switch works, (tested w/voltmeter) I have power at the fuse (#4), but no power at the brake pedal switch. The Haynes wiring diagram shows a "brake light switch" in addition to a "brake pedal switch" - is that a relay somewhere? possible clues are that the bulb failure warning light does not come on, also the cruise control is not working (it hasn't been for some time, I'm not sure if the brake lights haven't been working that long or not)
