Dash Lights Not Working (Rheostat does) 200 1989

I'm scratching my head. The dash lights just won't work, ie the background lights. The oil/bulb/alternator/brake lights work fine. I even joined the two wires that go to the rheostat, bypassing the rheostat, but they won't illuminate the dash. Of course, I checked the dash bulbs. Any illuminating ideas :>?
