740 will not crank 700 1985

OK, now I've done it! But I'm not sure what. Problem: car will not crank over.

What I have done:
I took the intake off and inspected wiring harness, tested ECT (OK), Knock wiring and condition (OK), temp gauge sensor (fixed stripped wire to it), fixed a couple of stripped wires (three at the back of the alternator and one small one on the front of the starter solenoid - for this one I reran a new one from the back of the alternator to the solenoid), cleaned out intake, checked the "clicking" sound of the TPS (OK), put new intake gasket on and reattached intake and all connections. Re soldered battery "+" wires to battery clamp. Changed oil/filter, rad flush and reinstall with new hoses, installed missing water thermostat, replaced broken rad reservoir cap.

Car will not even crank over.

What did I check:
The fuel relay appears to be not working that is I can jump between #30 and #87 terminals on the relay board and hear the pump running but when the relay is installed and key turned to run position there is nothing much happens except a single click from the fuel relay and an oil light comes on on the dash and after about 5 seconds or so there is another relay click by the glovebox and the heater fan comes on really slow. There is power at the alternator red main larger cable and also at the same sized red cable at the solenoid. No power at the coil.

I am worried that the ECU is damaged or something major and this is going to get realy expensive. I purchased the car a week ago and it was running then but was low on power, took several seconds cranking to start with a bit of throttle required, idled but poorly (had to keep a bit of throttle on) would not warm up properly, when the accelerator was reved up the car would want to sputter and die and then would "backfire".

The car is destined to become an ice racer this winter (http://members.rogers.com/scoty/icerace.htm - my ice race page) and will never be road driven again. I will tow it to the track where it is left and only used to race artound a 1 km track for 12 laps during 10 races very weekend for 6 weekends in a row starting Jan 17th, 2003. Therefore it does not have to meet any certifications, etesting, emmission standards etc etc etc. I just want it to start evrytime and run smoothly after it has warmed up. Any and all modifications that can be done to simplify the starting and running of this vehicle for the purpose of racing it in Minden, Ontario, Canada at temperatures of up to 40 below zero are welcome!
