Previous owner indicated problems with the turn signals in the past- non specific in his reference. Wiring exposed when I got the car with knee bolster and center panel on driver's side off. However at that point the turnsignals and flashers were working.

Today I put all the wiring back and buttoned things up. Now I find I have no signals or flashers. When I used my meter to check for voltage at the fuse (#13) the flasher switch was on. When I put the positive probe on the fuse (negative probe on ground) I found 12v there. I also heard what sounded like a relay buzzing and then noticed that the flasher lights on each corner of the car had come on- not flashing, just "on". Turning the flasher switch off and then back on did not result in the lights coming back on until I once again applied the probe to the fuse, heard the buzzing and the lights came on again. This buzzing seems to be coming from behind the side panel I replaced after tucking the wires in this morning.

Auto electrics is my weakest skill; can someone direct me towards a solution?? Thanks.
