'Chainsaw' Blower Fix Advice Needed 200

If you're Don Foster (or even if you're not) I would appreciate some advice.
Do you need to cut holes in both sides of the bower motor housing to "chainsaw" or do you only need to cut the right side?

Also, I don't have a Dremel. Anybody used any other kid of tool successfully?
