lights stay ON 700

Hi...

My formerly trusty high k/m 1991 740 turbo's headlights and tail lights will not turn off. The lights stay on even with the key removed from the ignition and the light switch turned off. The only way I can get the lights off is by pulling the four fuses for the offending lights. I think the ignition switch is okay since the heater fan and radio go off when the ignition is selected off.

Any help would be great.
