Front positive camber issues 200 1987

I'm getting a lot of outside tire wear on my '87 240. I've replaced the ball-joints at both ends, and have the shock towers turned in all the way (towards the motor), yet I still have positive camber on each side. I'm not sure what else it could be. I would think if the upper strut mounts were worn it would only cause negative camber. The lower control arm bushings look fine as well. What else can I do, other than buying lowering springs?
