Bad starter or what? I NEED QUICK GOOD ANSWERS. 200 1983

Howdy guys. Your help is wonderful. I finally got my latest project started. A reguild of an 1983 Volvo 245 GL. Problem is the starter keeps running after I let go of the key. It is not the switch, I replaced that!!! Isn't the starter supposed to stop once the engine starts? After about 30 seconds the starter begins smoking and I quickly turn the beast off. Very frustrating. Is this a sign the starter is bad? Could it be my wiring was wrong? I am hoping a new replacement will stop this but I do not want to spend the money unnecessarily.
