Sudden death on the freeway and hills 200 1988

A friend asked me to post this question. What's wrong here?

1988 245 DL, 133k miles
prior owner did a "mickey mouse" job on fuel pump
current mechanic says keep gas tank full
car died twice in past week: once on freeway, once up hill
no further details available.

is it a faulty in-tank fuel pump?
