NJ Emissions Test 900

This is to update the emissions tests results of my 93 940 wagon. About a month and a half ago, after being stopped by a police for driving the vehicle one year past due for NJ inspection, I took it to the inspections station. It failed for high NOx:

NOx reading 1933 vs. 937 permissible.

Borrowing from my experience with my SAAB 9000 which passed with just a new set of spark plugs, I replaced them and tried again on 11/24. The results were:

Nox 1,759 versus 937 permitted
HC 75 versus 124 permitted
CO% 0.35 versus 0.69 permitted
CO2% 8.4
O2% 7.9.

I then posted on the borad about my problem. Was advised to check the vacuum hose. I looked into the engine compartment last night. Found the cruise control vacuum hose was disconnected. So I connected it and brought the car earlier. It failed for the third time. The readings were:

Nox 2,288 versus 937 permitted
HC 90 versus 124 permitted
CO% 0.40 versus 0.69 permitted
CO2% 11.6
O2% 2.4.

What to do next? Cat converter? O2 sensor? Help is appreciated.
