Rear blinker replacement 200

Had my left rear blinker burn out. Assume it's the bulb. Put a new bulb in the black collar and twisted it back in. Still doesn't work. Left front blinker works...at a high rate of speed, which indicated to me that the rear was toasted.

1. Is the black collar supposed to be in a specific rotation spot? Seems like it should be, but I can't seem to find it.

2. Is there something I should check next.

Car is an '89 240 DL.
