Tough to turn Left 700 1989

740 GLE, 16V. Turning left at stand still or initial take off requires tons of effort...seems as if power steering is not working. Turning right is fine. Driver side tire wearing at inner and outer edges, approximately 1 inch wide. Passenger tire is wearing evenly.

Took to one shop and diagnosis was rack, $700. Couldn't explain tire wear. Another shop indicated strut bushing on driver side. This supposedly explained tire wear as sympton. On my own inspection, did see that driver strut bushing had some play (the other side did not). Confused. Can anyone suggest easy way to isolate rack from strut bushing (or other suspension from steering)??
