Dry bleeder screw a bad sign for the brake caliper? 200 1983

Hi again guys. In my adventure rebuilding this '83 245 I have finally gotten around to bleeding the brakes after it has sat for at least 2 years. On the right side both the front Girling caliper and the rear ATE have at least one dry bleeder hole. The holes are dry, not the bleeder screw. Luckily I have a parts car and I replaced the ATE exactly and it seems okay. I have yet to try replacing the Girling. My Question: IS A DRY BLEEDER HOLE A SIGN THE CALIPER NEEDS REBUILDING??? Fluid flows fine through the lines. By the way, the MOTIVE POWERBLEEDER system from FCP Groton is great and so simple. Another question: How do I get the old front rotors off? They seem rusted and stuck. Help!!??
