1989 240 ecu failure? 200

my 1989 240 wgn is not getting fuel. I have tested the power at the main fuel pump and i am not getting any juice down there. I replaced the fuel pump relay to eliminate an uncostly fix and still nothing. In addition, the injectors are not cliclikng when the engine is cranked over. What if any thing else coud be failing other than the fuel injection ecu. I just want to cover all the bases before I send it off to be rebuilt. Also does anyone know what the two connectors in the harness for the fuel injection ecu are for. They are located right next to the ecu and appear to have a jumper wire that is blue in each of them. I am just wondering if these plugs containing the jumpers could be removed to some how jump out the ecu. It looks like if the connectors containing the jumper wires were removed the connectors will mate.
