Fuel pump or Ctrl Press Reg? 900 1991

Happy New Year! To all Brickboarders, esp. to the selfless ones that answer all these questions.

Having an extremely hard time starting, when cold 1-2 minutes cranking time. Seems to start easier when pointed downhill. Once running, slight hesitation or stumble when depressing gas pedal, and can hear/feel a stumble when going uphill. Changed fuel filter & cleaned throttle body. Had a relay problem in the past, and resoldering fixed it. Since it runs ok once started, does that take the relay out of the picture? Does this sound like a Control Pressure Regulator problem or a fuel pump problem?
