NOx Emissions Test Failure 700 1990

My 1990 740 8valve failed the NJ state emissions test for NOx yesterday. From a quick reading of the information the state gave me and from looking at some information in an IPD catalog, it seems that there are 3 main causes for excess NOx:

Bad catalytic converter

Vacuum system leak

EGR problems.

Does this seem right? How do I tell if my car has an EGR? I know that not all do. Any other advice or tips?
