Balance Belt tensioner on 16v B234...can it be changed without removing timing belt?

I hired the timing belt and balance belt replacement. They failed to replace the balance belt tensioner as requested. (I bought both belt tensioners...at least they did replace one of them).
I have heard the balance tensioner being plastic toothed could break.
question: Can the tensioner be replaced without having to remove the timing belt? If so, guess I will be DIY.
