Conflicting Info on Fuel Pump Relays

I'm wondering if it is normal/okay for 240 fuel pump relays to be warm to the touch? In the faq's there is a comment that warm fpr's are indicative of failure and should be replaced (or repaired) as well as comments that it is normal/common for the relays to be warm. Thoughts?
John
