Volvo 245 Mysterious Start question

When the outside temperature is below freezing the engine turns over and wont start. If I put a jumper cable to it it starts right up. it seems like the additional voltage makes the difference. I have replaced the cap, rotor, plugs, wires. Any ideas board? thnks 1984 245 wagon
