Steering issues 700 1986

I have a 1986 744Gle. Ever since I've had the car it has always been hard to turn the steering wheel. Recently it had gotten really bad. I think it is the power steering system... but i know nothing about it. How expensive is something like this to fix? Does it just need to be bled?
