Intermittent No-Start for 240 200

I have an 88 Volvo 240 with an intermittent starting problem. The car has 208K miles, fairly new rotor, cap, platinum plugs and plug wires. I've had an occasional hard start over the last 6 months, but now some days it will not start at all. Plenty of battery power & the motor turns over nicely but won't start.
Using Bentley I have performed all of the FI electrical checks (page 241-13) and everything passes except the AMM which displays a slightly low resistance of 2.9 to 3.0 ohms, should be 3.5-4.0 for the AMM Hot Wire. I did check that the AMM meets the full 1000 ohm range when turning the pot. I have also checked for spark which appeared weak - plug grounded to block. Also the fuel pumps work when jumpered.

I have not changed the fuel filter or main pump check valve.

I have tried to check the Volvo/Chrysler Ignition Control Unit (Bentley page 280-8) but am unable to get something deep enough into the connector to check for power & continuity. Also is there any way I can check for a leaky fuel injector, like spraying a mist? Any other ideas?

Any help will be really appreciated.
