Conflicting advise in 700FAQs Heater problems 700 1990

I have a 1990 740 with A/C that has no heat. In the FAQ's on this site(if I read it correctly), there are conflicting opinions on where to put the two heater hoses going to the heater core. Under Heater Problems, it states to put the hose coming out of the side of the block with the control to the top connection in the firewall. In Water Valve Replacement, it reverses the hose connections on the firewall, but still retains the control valve coming from the block. I would appreciate your learned opinions as to 1.) My inability to read, 2.) Which routing of the heater hoses is correct. 3.) Why I don't have any heat-slight heat out of the dash outlets. None on the floor. It's 0*F outside. Not much warmer in the car....Thanks, Roger
