Personally I would offer him/her $8000. See if they bite, but only after driving it and inspection. look for rust (probably is none since it was in FL, but look for things like that. if it idles bad in any way, or needs something like exhaust work, use it as a lever. Like the others have said, it could be a bad or a good experience, but with a rare, classic volvo like this it really is worth the chance. Just be prepared to spend $$$ to keep it in great shape, or everyone will look down upon you....hehe just kiddin.
With all the service records and such, it really is a good find. Excellent shape too. Make sure the seller knows what the KBB dealer value is and that your $8000 is well above that.
