89 240 idle too high when in park or neutral 200 1989

Car starts up fine and idles great when in any gear.. but when switched to park or even neutral the rpms go way up to around 2000. the car also seem to be running too rich since the plugs get fouled very fast. If you can give me anywhere to start that would be good.. ive heard Idle air control or throttle position switch and even temperature sensor??? tell me what u think.. thanks
