almost starts, but doesn't, plust strange sounds lately 700 1989

Hi, I have a 89 turbo, I tried starting it tonight after drving it most of the day. It seems to want to start but won't. I started for a few seconds then died. I can hear the relay (which is only a few weeks old) click once when getting to the second turn on the ignition, the click again when I'm starting.

I just swapped in another radio supression relay, no help there.

On a side note, for the last day or so, It's made a strange sound only heard from inside the car, almost like a heater motor is running (which its not). the sound doesn't change when revving the engine. It sounds louder when I have my ear to the floor board. Could the fuel pump possibly be making this noise? Maybe its last gasp of life?

I'll take a look tomorrow, just thought I'd see if anyone had some ideas.
