can't hear fuel pump, or feel it vibrating. 700 1989

Car won't start. I have the fuel pump relay cover off, and can see it and hear it clicking. When I have someone try starting the car, I can't feel any vibrations or hear the fuel pump. I can hear the in-tank fuel pump.

I've tried disconnecting the AMM, still no start. I've swapped in a different radio suppression relay (the one on the car is new.

Fuses look good.

Sound like the fuel pump is dead? for the previous day or so, I've heard a vibrating rumble, sort of like the heater fan, from inside the car. It wasn't the heater fan, but it sounded louder when I had my ear to the floorboard. Was this the fuel pump on its last legs?

Onlly other problem the car has had is the ignition swithc kind of sticks.

Any advice? any other simple tests i can run before ordering a new fuel pump?
