Secondary Air Injection Problem 900 1996

My 1996 960 had approximately 130,000 miles but still drives great. Recently the Check Engine light anf the Service light came on. Also, it failed the state inspection (VA) emissions test. A mechanic has recommended replacing the catalytic converter ( in excess of $800) . Any advice?
