No resting fuel pressure. Noisy main pump. 700 1991

There is no real pressure in the fuel lines after shutting off the engine.
The car runs fine, but the main fuel pump is noisy. In-tank pressure on on spec at 8 PSI and main fuel pressure is a little low at 40 PSI. Fuel filter is new.

Could the absent resting pressure be anything else other than a bad check valve in the fuel pump? Would this also cause the pump to operate with extra noise?

What is involved in replacing the check valve and how long does it take for an
average DIYer?
