Runaway toots!!! And dashboard darkness!! 700 1989

Hello again Board.

I know that many of you have heard of Runaway Boost. But my car may be the first with run away TOOTS. for some odd reason about a week ago my car horn just started honking on the espress way. I ws able to pry off the left horn switch while driving which fixed the problem. I assumed that it was that switch becsse I just opened cleaned out and reinstalled the right switch. However just two nights ago my horns started to go on again (solid as before) and when I removed bthe other switch nothing happened to change the situation.

Has anyone herd of this and does anyone know what is going on? I removed the fuse but unfortunately that also runs my wipers. Not necessarly the easiest thing to get along without.

For my second conundrum (namely the blank dash. I have no Ideas either I have tried replacing the bulbs and I have checked every fuse atleast twice and they all are good. But to no avail my whole dash (except for the speedometers and dummy lights is dead black. (I do know that my Dash POT is stuck to FUll and I dont know if that would cause any of these problems)Is ther a relay for wither of these or some massive electrical come togeather that could have fried that I dont know about?

andy imput wold be appreciated.

Thanks
