Can a cold start valve cause cold start problems 200

Just wondering if all of the cold start problems that 240 owners are dealing with have anythin to do with the cold start valve. Everyone seems to have the same problem, car will turn over but either won't start or will only run (rough) for a few seconds before dieing. A quick tow to a warm garage is the easy fix but is of little help when the next cold snap hits. cold start problems sound like water (ice) in fuel but can the cold start valve fail to work properly and cause too much/too little fuel?
