Bucks in last gear? 740 b230ft

My 88 turbo740 runs perfect except for when im doing 60 to 80 she will buck and not shift into the last gear if I floor it , but if I gently slowly ease up to 80 she will shift. The engine has 90k on it and the tranny has 190k. Could it be a dirty tranny filter? Thanks in advance for your input.
