RPM Wont Release ?

I get extreamly low MPG on 740GL 1990. RPM hold on while shifting. Automatic Drive. Hope you'll understand. That right after it gear shift RMP suppose to realese/ like come down then it goes up after the next shift same thing repeates. But 740 sort of act like the spedometer and engine runs 2300rmp till I reach low speed. The engine runs in that indicated speed, I guess thats why I get 14 MPG. Please help me ?
