High NOx Emissions in NJ 900

This is to update my 93 940 wagon saga on NJ inspections. I am not out of the woods yet.

Inspection was due Oct. 2002. The ticket issued by a cop next town reminded me of that. Anyway, took it to the inspection station earlier November, 2003. Failed NOx. The other readings were okay.

NOx 1933 vs. 937 permitted.

Replaced spark plugs and tried again. It was November 24, 2003.

NOx 1759 vs. 937 permitted,
HC 75 vs. 124 permitted,
CO% 0.35 vs. 0.69 permitted,
CO2% 8.4
O2% 7.9

Posted on the brickboard. Was suggested to check vacuum hose. So I did. Found the cruise control vacuum hose was loose in the engine compartment. Plugged it back and tried again. This was December 17, 2003.

NOx 2288 vs. 937 permitted,
HC 90 vs. 124 permitted,
CO% 0.40 vs. 0.69 permitted,
CO2% 11.6
O2% 2.4

I then replaced the catalytic converter. Since I can not take apart the cat without damaging other components of the exhaust, I replaced the complete exhaust system from the header down. The O2 sensor was also replaced. Took it in earlier. Still no good. The results were:

NOx 1193 vs. 937 permitted,
HC 82 vs. 124 permitted,
CO% 0.22 vs. 0.69 permitted,
CO2% 13.6
O2% 0.8

Close, but no cigar. What's next?
