General Turbo Question 700

I have a question regarding turbos in general.

I have read a lot on the maint. and care of turbos. Everywhere I read states that if the turbine has made contact with the housing, the turbo cannot/should not be rebuilt. Why is this?

I can see that the turbine may be damaged when it contacts the housing. What if the rebuild involves the use of a replacment cartridge? The turbine is new. Does the ware area on the housing disrupt air flow???

Any thoughts or comments is appreciated
